When should you use `<nav>` element?

<nav> represents a section with navigation links. Use for:
- Main site navigation
- Table of contents
- Breadcrumbs
- Pagination
Not every group of links needs <nav> - only major navigation blocks. Footer links might not need <nav> unless they're primary navigation.
